The idea
Constitutional CMS provides portable publishing contracts and an evaluator for normalized evidence. A model may draft text; that does not authorize the text as a public fact.
This is an explanatory introduction, not an additional set of protocol laws. The five contract families and the canonical protocol map remain the sources for the released framework.
What the receipt establishes
A conformance receipt records the checks evaluated, their evidence, their verdicts, and the limitations. Identical catalog, evidence and evaluation context can reproduce a result digest.
That reproducibility does not independently prove the evidence is true. A digest identifies bytes. A parsed receipt is still a claim by its issuer until its authority and evidence have been verified.
The site’s conformance endpoint reports one public-page observation, not a site census. Field Core Web Vitals, human accessibility review and G5 family certification remain unmeasured without their required evidence.
Admission is not existence
A missing claim does not delete its subject. A supported claim does not automatically authorize a document. An implementation’s governing family contract decides what may be published; the evaluator cannot invent that authority from a URL alone.
Similarly, staging, accepted writes, retained bodies and independently observed delivery are different stages. Useful content and external outcomes require their own evidence. A successful build is not proof of any of them.
Start with a bounded question
Use the public checker for ungated public-surface results. Read the failures and the unmeasured inputs. Use the adoption path to pin the release, supply your own manifest and normalized evidence, and enforce the relevant checks in CI.
Synthetic examples help test an implementation. They are not external adoption or production certification. A private adapter keeps source mappings, thresholds and operational details private while emitting public-safe normalized evidence.
No single-page scan can grant G5 family certification. Neither this essay nor a hosted receipt changes that boundary.
