The released catalog groups checks into four capability profiles. A public-page diagnostic reports only the evidence it could actually observe; it cannot grant implementation or page-family certification.

Four verdicts
Unknown evidence never becomes success.
PASS
Required evidence is present and satisfies the released evaluator rule.

Required evidence is present and falsifies the released evaluator rule.
UNMEASURED
Required evidence is absent, stale, invalid, unavailable, or outside the collector's scope.
NOT_APPLICABLE
The check's declared applicability condition is false.
Evidence scopes
A URL cannot prove the whole implementation.
Each receipt preserves which layer supplied the evidence and which limitations remain.
Public wire
One bounded HTML response and its headers.
Rendered evidence
Browser-rendered DOM, interaction, accessibility, and explicitly labeled lab performance.
Declared configuration
A public-safe ConstitutionalSiteManifestV1.
Private authority
Signed normalized evidence from an implementation adapter—never private queries or credentials.
Human or field evidence
Human review and sufficient real-user observations supplied independently.

Implementations may add private domain rules without redefining the protocol.
A travel publisher might privately require named locations, reconciled carriers, source timestamps, and domain-specific language checks. An ecommerce site might require inventory and offer authority instead. These examples are synthetic implementation packs. They are not the universal Constitutional CMS catalog.
Diagnostic versus certification
A one-page check is useful—and deliberately incomplete.
The checker reports public-surface evidence, failures, and unmeasured gaps. G5 requires complete family evidence and repeated production observation under the released certification contract.
